What actually decides it
A variable-speed motor: it ramps instead of slamming
This compressor is fed by its own electronics, which start it gently and then modulate its speed to the work in front of it. The start-up peak is small or absent, and the running draw is a band rather than a point — low most of the time, climbing only under load. The binding constraint is usually the top of that band, not the start.
What kind of motor is inside
The motor is brushless and driven by its own inverter board, which is why the start-up demand is modest: the electronics ramp the motor rather than connecting it straight to the line.
