A resistive load: what it says is what it draws
A heating element is a wire. It takes its rated watts the moment it is switched on and holds them until it is switched off — there is no motor to spin up, so there is no inrush to plan around. That makes the verdict simple and unforgiving: either the inverter holds the running watts continuously or it does not, and nothing about the machine gets easier after the first second.
